I am commanded by the Air Council to refer to
Vajor General Charles' letter addressed to Air Commodore
Nowall of the 29th November (1804/.0.1) regarding a
proposed experimental air mail and passenger service
between Canton and Hong Song, and to say that they would
suggest that the proposed reply to the General Officer
Commending should be umplified, in addition to the
restrictione proposed by his telegram of November 22nd,
to the effect that (a) no pilote other than British or
Chinese should be allowed to land at Kai Ink, at all events
so long as Service® aircraft are stationed, aa they are
at present, on the aerodrome: (b) that the service is
subject to discontinuance at short notice if disturbed
conditions ao require; (c) that the conditions as to the
use of the aerodrome and as to the erection of any
buillinge, temporary or otherwise, would have to be
specifically approved by the Governor and (d) that it is
